ST.PAUL, Minn. – St. Paul police had an uneasy feeling that car thefts were increasing. A review of data showed an epidemic – 1,891 so far this year, compared to 351 a year earlier. The most stolen makes – 256 Kias this year compared to 18, and 212 Hundais compared to 321.
