MINNEAPOLIS – An Austin man who’s had run-ins with the law before regarding sexual conduct, Phillip Arlan Koontz, 53, was sentenced to 20 years for distributing child pornography. Koontz had pleaded guilty. Koontz sent sexually explicit images to a federal agent posing as a 13-year-old girl. Koontz told the agent falsely that images were his daughters and her friends. Investigators later found Koontz had 478 pictures of minors, some prepubescent. In issuing the sentence, Judge Joan Ericksen said she was mindful that Koontz had a prior sexual conduct conviction in Austin. His criminal history also included a conviction for storing drug gear in the presence of a child.

Koontz. After serving his time, until age 73, Koontz will be under supervised release another 20 years.
