WINONA, Minn. – City utility bills and anything else you owe the city can be paid online a service fee. It’s a policy change triggered by COVID and the imperative to minimize direct person-to-person contact. City finance director Jessica Wojahn called online payments easy, secure and safe. There also is a non-contact dropbox on the Fourth Street side of City Hall, direct payment from a bank account, or the old-fashioned way inside City Hall with a smiling clerk.
