WINONA, Minn. – The City Council scheduled a hearing for July 5 on options to relocate police operations to the East End, possibly with a new home for the fire department and a community center, The hearing, at City Hall, will be a status briefing with opportunities for public comment. City Manager Chad Ubl also is setting up separate in-person public comment sessions.
