WINONA, Minn. – The City Council unanimously relaxed limits on where food trucks can locate, ending former restrictions that allowed them only in downtown, Lake Park and Prairie Island zones. Food truck operators now can pull up and sell their goods virtually anywhere. The old requirement that operators have a brick-and-mortar address are gone. There are limits. however: Only 8 a.m. to 10 p.m.  except to 2 a.m. in the downtown bar district. One-day operating fees are $25. The relaxed rules are about time, said Mayor Scott Sherman: “We are getting out of the way and we are allowing this to happen, and that’s where it should’ve been maybe a few years ago.”
