WINONA, Minn. – City Manager Steve Sarvi says the safety proposal to convert Broadway Street from four down to three lanes isn’t necessarily dead – even though the City Council Tuesday split 3-3 on whether to proceed. It’s been a long-running split that has vacillated pro and con, noted Sarvi. “We could bring it back on to the next Council meeting if everyone is going to be here” There was an absence Tuesday at the 3-3 vote. As city manager, Sarvi said he needs solid guidance so as not to waste $100,000 proceeding with a doomed project.
