WINONA, Minn. – The City Council voted 6-0 to abandon planning for a new police and fire headquarters and community center near St. Stan’s Basilica. There had been strong citizen opposition in the tight-knit, gentrifying Polish East End. Council member George Borzyskowski, who represents the East End, led the Council discussion and filed the parliamentary motion to abandon the plan. At-large Council member Aaron Rupinski was absent did not vote. There was agreement that the city needs to find new quarters for the police department, whose lease at the current county sheriff’s building is expiring, and for the fire department, which is out of room at existing fire halls. The question now: Where?
