WINONA, Minn. – The City Council unanimously voted to accept a $93,000 bid from a Holmen company, Simmons Construction, to seal a water leak in the foundation of the 130-year-old Winona Public Library. The city had estimated the project at $105,000. The leak is in the children section. Lezlea Dahlke, chief librarian, said project completes water-related projects except for leaks in the roof line.
