WINONA, Minn. – The City Council approved sidewalk and street rule-changes for a second summer of Dineout Downtown every Friday night. The event starts May 21. Restaurants can move seating outside. Merchants can move goods and wares al fresco. Third Street will be closed the two blocks from Center to Walnut streets from 4 to 10 p.m. Ben Strand, the organizer, said that new ideas include a farm-to-table food night and more live local bands, art and entertainment. Dineout Downtown started last year to help businesses hurt by Covid shutdowns.
