ROCHESTER, Minn. – The City Council approved construction of a seven-story, 131-unit apartment project just west of the main downtown Mayo Clinic campus. The project, proposed by Wayzata mega-developer Clark Gassen, would include 117 underground parking spaces and 20 parking spaces on the first floor. All parking would be interior.
