WINONA, Minn. – The Winona City Council approved new transit routes effective September 7. There will two bus routes from downtown, one route to the East End, pne to the West End. Each route will have a transfer to farther points east and west. In related business, the Council increased Dial-a-Ride fares after 6 p.m. from $2.50 to $3.50.
