ST. PAUL, Minn. – Bring the champagne and break the bottle over the prow of the lead southeast Minnesota state snow plow. It’s being christened “Edward Blizzardhands.” That was the name that won the state Transportation Departments name-a-plow contest for District 6. Statewide 60,000 people voted.
