STOCKTON, Minn. – A Winona man, David Michael Moger, 37, was arrested on Main Street, near the Tiger Lily tattoo parlor, after something under his car apparently fell loose and was being dragged with sparks flying, a deputy said. The deputy never figured out the sparks but concluded that Moger was driving drunk. A charge was pending the result of a blood test. The stop as about 10:10 p.m.
