WINONA, Minn. – After a neighbor complained, police broke up a boisterous house party on the Far West End about 12:40 a.m. and cited two revelers. Sean Justin Mohan, 18, was cited for the noise. One partier who ran away when cops showed up, Joseph Ryan Demro, 18, of Plymouth, was cited fleeing police and minor consumption. The was party in the 750 residential block of West Fourth Street. Police said they could hear loud music and bass from over 100 feet away. Most parties scattered when they saw the cops.
