WINONA, Minn. – A Waconia man, Morgan Vincenzo Ryskoski, 19, was arrested after an officer observed him nearly strike a parked vehicle on Sixth and Huff streets. After getting pulled over, Ryskoski admitted to drinking two to three beers, the officer said. Ryskoski’s breath-alcohol content tested a.11%, according to the complaint. The legal max is .08%.
