WINONA, Minn. – Police have beefed up patrols at car dealerships and other likely targets for catalytic converter thefts. Deputy Police Chief Jay Rasmussen said there will frequent checks during off-hours. In addition, he said, dealers have agreed to more cameras, lights and other security tools.
