WINONA, Minn. – Within minutes of receiving a shoplifting call, police spotted Timothy Paul Schmalenberg, 56, of Winona, on his bicycle. He stopped pedaling. A $40 dashcam was in his pocket, police said. The device had been reported stolen from the Target store on Mankato Avenue. Schmalenberg was arrested and referred for burglary and trespassing. The arrest was about 11:20 a.m.
