ELBA, Minn. – An Elba man was pulled over for speeding, which was followed by a blood-alcohol check. The result: .12% — 1-1/2 times what the law permits. Garret Dean Campbell, 50, was booked at the county jail and referred to the county attorney for driving while intoxicated. The stop was on the County Road 39 straight-away south of Elba, near County Road 24, about 7 p.m.
