HOMER, Minn. – A Winona motorist, Tyler James Ties, 19, was pulled over for speeding on Highway 43 at Braeburn Road up West Burns Valley. It was then, sheriff’s deputies said, that he appeared to be under the influence of a controlled substance. The stop was about 2:15 a.m.
