MILWAUKEE,Wis. – The fdormer police chief, Alfonso Morales, who was demoted last week after ordering tear gas against protesters, said he has chosen to retire. Morales said the decision was financial. If he had taken up a demotion to captain in, as the Fire and Police Commission offered, his salary would dropped and hurt his pension plan.
