WINONA, Minn. – A Wisconsin man, Brett Allen Schindler, 20, of Cedar Falls, was cited for possession of a small amount of marijuana. Deputies said that Schindler was pulled over at Huff and King streets about 6:40 p.m. for having inoperative headlights.
