WINONA, Minn. – A police officer recognized Donovan Cole Chandler, 36, of Winona, being dropped off by a woman who had obtained a restraining order against him. This seemed odd. The officer checked with a dispatcher who confirmed that the restraining order was still in effect. Yes, the officer was told. The officer approached Chandler who, the officer said, reported that the order had been dropped. Then Chandler said he hadn’t been served the order. And then he said he no idea what the officer was talking about. He was arrested. Meanwhile, another officer made contact with the woman who had obtained he restraining order and who admitted being in contact with Chandler. What a tangled web. This was all about 4:40 p.m. on the Far West End in the 1600 block of West Fifth Street.
