WINONA, Minn. – Police arrested Joshua Lee Fox, 44, of Winona, and recommended a charge of domestic assault causing fear and harm. He was alleged to have thrown objects at another adult at an apartment on the 1100 block of Sugar Loaf Road. The arrest was about 9 a.m.
