ST, PAUL, Minn. – A bill to beef up requirements for scrapyard record-keeping to include catalytic converters has been introduced in the Minnesota Senate. Cosponsors Karla Bigham, D-Cottage Grove, and Karin Housley, R-Stillwater, said their bill addresses an epidemic of converter thefts to retrieve the valuable metal palladium. Under the provisions, scrapyards would have to record the time and date of converter purchases and details on sellers, including their vehicle plate numbers. The bill also is specific that record-keeping also applies to car dealers, insurance companies, and car rental companies.
