WINONA, Minn. – A Winona man, Ryan William Laatsch, 20, was arrested on suspicion of drunken-driving after police smelled liquor during a traffic stop at Center and King streets. He had a .09% blood-alcohol, police said. He had been pulled over for objects hanging from the rear-view mirror.
