ST. CHARLES, Minn. – A St. Charles man, Ricky Carlos Patzmer, 60, was charged with illegal dumping after deputies found his name and address in 50 pounds of frozen food along Park Road in the southeast side. Patzmer admitted to having dumped the food, deputies said. The arrest was about 9 p.m.
