WINONA, Minn. – A Winona woman, Brandy Ann Gommels, 45, was arrested and cited for driving after cancellation inimical to public safety, police said. She had been pulled over at Highway 14 and Gilmore Valley Road, at the base of Stockton Hill near Saint Mary’s University, about 7:20 a.m.
