WINONA, Minn. – A Winona driver, still drunk, called police to report he had hit a parked car and then driven home, police said. After the accident, the man told police, he looked around for somebody to tell but couldn’t see anyone. This was about 10:45 p.m. Arriving at the man’s home, police checked his breath for a blood-alcohol reading. It showed 0.16% — twice the legal definition of impairment. Officers noted in their report that Thomas George Rifka, 71, said he had not bad anything more to drink after the accident. While interviewing Rifka, officers said, his impairment was clear: His eyes were bloodshot and watery, and he reeked. Police took Rifka to jail.
