WINONA, Minn. – An Independence, Wisconsin, man, Francisco Cruz Hernandez, 51, ran a stop sign near downtown and hit another car, police said. He was cited for driving after revocation, lacking proof of insurance, and failing to stop at a stop sign. The collision was about 10:20 a.m. at Fifth and Winona streets.
