LEWISTON, Minn. – A Lewiston man, Rodrigo Itehua Salas, 27, was cited for not having a Minnesota driver’s license and no insurance near Rolling Hills Road above Farmers Park. Deputies had responded to to a report of a suspicious vehicle about 11:30 a.m.
