WINONA, Minn. – A southeast Wisconsin man was arrested in the aftermath of a rowdy gathering and reckless driving in the downtown bar district. James Imani Keley, 21, of Oconomowoc, was nearby in his car when officers stopped him on potential charges of driving under the influence. A breath test measured his blood -alcohol content at 0.12%, police said. By law, anything more than 0.08% is drunkenness. The preceding ruckus was near Second and Johnson streets. The arrest was about 12 a.m.
