WINONA, Minn. – Two sheriff’s deputies were convinced during a traffic stop that a Winona driver was high on drugs and took her to jail. Blood was drawn from Nicki Renae Hennessy, 37, and sent for analysis to the state crime lab. Meanwhile, an impaired driving charge was pending. The deputies said they observed erratic driving on Highway 61 near the Black Horse tavern about 7:20 p.m. and made the stop at Parks Avenue. Hennessy’s speech was slow and awkward, as was her balance and dexterity, the deputies said.
