WINONA, Minn. – The city building inspector has chained off an East End house as uninhabitable because of vandalism apparently caused by a tenant. Windows had been smashed over the past week and finally there had been a fizzled arson attempt. Arrested at the scene about 3 a.m. was Matthew Ryan Nguyen, 37.
