WINONA, Minn. — Schools superintendent Annette Freiheit has \developed an evaluation plan for academic administrators and principals. In a report the School Board, Freiheit said evidence and feedback would be keys in evaluations. The system is based on concept developed by educational researcher Robert Marzano. The purpose of the plan, Freiheit said, is to enhance the leadership skills to support and improve teaching practices, school performance and student achievement.
