LACROSSE, Wis. — A former La Crosse Fire Department division chief pleaded guilty to a reduced involving child pornography. The plea by Francis G. Devine, 54, was to possession of an intimate representation as a party to a crime. Judge Elliott Levine withheld sentencing pending18 months of probation. Devine retired from the Fire after he was arrested.
