WINONA, Minn.—A Winona man, Joshua Karl Brent, 36, was stopped on Huff Street for expired tags, which led to a tentative charge of driving while intoxicated. A formal charge depends on blood-test results. The stop was about 9:40 at Huff and Wabasha streets.
