CIUDAD DE MEXICO, Mexico – A Rochester couple on the run since civil unrest in St. Paul after the slaying pf George Floyd in May have been apprehended in Mexico City. Details of the arrest were not available immediately. It was known that federales made the arrests with information aboutthe men’s location from the U.S. Marshals Service. Arrested were:
> José Angel Felan Jr., 34, who is accused of starting fires at a Goodwill Store, 7 Mile Sportswear Store, and Gordon Parks High School on May 28.
>Mena Yousif, 22, who is accused as an accessory and helping Felan avoid arrest.
Both will be taken before a federal judge in California and then to Minnesota. The arson was along University Avenue in St. Paul during rioting
