WINONA, May 29, 2020 – The Federal Highway Administration favors the controversial proposal to shrink Broadway Avenue from to three lanes. In a report prepared for the City Council, Will Stein said fewer lanes eliminate conflict points and blind spots for both drivers and pedestrians. Also, Stein said, fewer lanes prompt drivers to slow down. He said federal studies found accidents can reduce crashes 19 to 47 percent.
