WINONA, Minn. – Police arrested a man who failed to register regularly with Winona authorities as a predatory sexual offender. Thomas Marland Gibson, 58, was seen by an officer on East Third Street about 4:30 a.m. and arrested without resistance. Police said that Gibson acknowledged being aware that he was required to report to a probation officer regularly and had failed to do so.
