WINONA, Minn. –Average gasoline prices in Minnesota have fallen 11.6 cents per gallon in the last week to an average $4.49 a gallon, according to GasBuddy’s survey of 2,800 stations in the state. The average are 24.9 cents lower than a month ago although $1.48 higher than a year ago. In Winona:
