MINNESOTA CITY, Minn. — A deputy found a car inoperable and backed into a ditch and stuck in Minnesota City. The car was registered to a Hidden Valley address, where the deputy knocked. Ryan David Vangs, 49, of Minneapolis, came out. Asked about the car, the deputy said, Vangs became uncooperative, turned around, and walked back inside. He was intoxicated, the deputy said. Vangs was charged with obstructing justice. The deputy said he was confident that Vangs somehow had backed the vehicle off the road, run the car battery down, and hitched a ride to Hidden Valley. A witness had video showing a man whose clothes matched Vangs’ when found at the Hidden Valley address. This was about 8 p.m.
