WINONA, Minn. – Police arrested a Missouri woman, Annitre Edison, 46, of St. Louis, after a report of a vehicle parked in a traffic lane at Hamilton and Sarnia streets. Police suspected intoxication, but Edison declined an on-scene test. At jail she was tested. Police were waiting the test results before deciding on a recommendation for a charges of driving while intoxicated and test refusal. The stop was about 1:45 p.m.
