FREMONT, Minn. – Deputies stopped a Rushford man for a bad headlight but didn’t let him drive any farther. A breath test showed his blood-alcohol content at 0.16% — twice the allowable level. Joseph Darrel Highum, 52, was hauled to jail in Winona. Deputies recommended he be charged first thing Monday morning with driving while intoxicated – and also driving with a revoked license. The stop was about 10:30 p.m. two miles south of Fremont. at County Road 29 and Wildlife Drive.
