WINONA, Minn. – Police picked up metal and glass shards from a hit-sand-run accident in the 350 block of West Fourth Street and to trace tire marks to a suspect car. They cited Shawn Daniel Will, 28, of Winona, Will didn’t admit to the collision but agreed to take care of the matter, police said. The accident was about 8:30 p.m.
