WINONA, Minn. – Police arrested a of Kankakee, Illinois, man, Kenneth Demarreon Walls, 18, on a complaint that he punched a woman, pulled out clumps of hair, and tried to strangle her. The arrest was about 7:50 p.m. in the 300 residential block of East Fourth Street. The pending charge: Domestic assault with fear and harm. Also: Domestic assault by strangulation.
