WINONA, Minn. — A Winona man with a history of public disturbances was arrested at Winona State University. Police were told that Dillon Joseph Hale, age 37, had been yelling and screaming at passersby on Johnson street: Asked if he needed help, Hale got in the person’s face and became even louder. This was about 11:05 a.m. Hale was jailed on a disorderly conduct charge.
