WINONA, Minn. – The Upper Mississippi River National Wildlife Refuge issued a warning that fireworks are prohibited the whole length of the refuge from Wabasha to Rock Island, Illinois. Explosive bangs and abrupt lights can distress eagles, herons and other wildlife, the Refuge said. There is a fine: $225. Game wardens are concerned about birds and animals:
> Abandoning their nests in fright and leaving their young vulnerable to predators.
> Being displaced by wildfires.
> Choking on spent fireworks and litter left behind.
> Ingesting toxins from fireworks.

Fireworks penalty: $250 fine.
