WINONA, Minn. — The man who drowned swimming Thursday at the old Wagon Bridge at Latsch Island was identified as Artravious Hakim Tyrek Finchis, 19, of Winona, Mississippi. Witnesses told police that Finchis jumped off the bridge and looked to be struggling to stay afloat but managed to swim to a nearby wing dam. Then, according to witnesses, he jumped back in the water, again struggled, and eventually went under. First-responders dragged the river and found Finchis. Life-saving measures failed. He was pronounced dead at the scene.
