DOVER, Minn. – A Chatfield woman who crashed a motorcycle into a ditch near Dover refused a police drunkenness test. But that’s the least of problems for Tonia Kruger. She was already on probation for a drunken-driving in Austin. Also, she was also already facing separate charges of drunken driving near Chatfield in a case involving a medic who was kicked and assaulted inside the ambulance while Kruger was being taken to a hospital. Because of the earlier cases Kruger was required to have an ignition interlock on her vehicle. The deputy in the Dover crash said he checked for a lock on the motorcycle but found none. Also the bike had a revoked license plate.

Kruger. Why driving? Where was ignition lock? License plate missing. Why no consent to being breathalyzed?
