WINONA, Minn. – The Winona City Council voted unanimously to annex a half-acre lot with a house in Wilson Township. The township has objected for years to Winona’s continuing pattern of expansion up West Burns Valley, but the lot was hooked up to city utilities, albeit by mistake. Defacto, the lot became part of Winona’s infrastructure. Also, the owner wanted to be inside the city limits. Leon Bowman, chair of Wilson of Township, isn’t pleased. But, he acknowledged, what’s done is done.
